Public authorities are major consumers of various services in Lithuania. By using their purchasing power to choose goods and services with lower impact on the environment, they can make an important contribution to sustainable consumption and production. However, even the ambitious goals set nationwide (from 2023 all procurement must be green), do not yield the desired results yet. According to 2021 data, the total value of green procurement did not even reach a fifth of the total value of purchases that could be subject to green procurement requirements (more precisely, only 16.2 percent).

The absence of progress provides clear evidence of insufficient policy implementation actions concerning GPP. The key barriers are complex GPP criteria and burdensome procedures for their application, discrepancies between GPP criteria and rapidly evolving market supply, as well as insufficient competence and lack of motivation of contracting authorities.

Thus, LIFE IP EnerLIT focuses on extending the scope of green procurement and increasing public sector obligations.

Project activities in this area include following:

  • Development of legislation on green procurement
  • Updating Central Procurement Information System
  • Capacity building of contracting authorities to perform green procurement through the establishment of GPP Competence Centre and trainings
  • Raising awareness on green procurement (events, publications, work with media, newsletters, etc.)

 

PARTNERS INVOLVED 

 

Ministry of Environment aims to update GPP criteria and GPP implementation procedures focusing on the newest product and service requirements, related to energy and resource efficiency and climate effect, as well as extend the list of product groups to which the GPP criteria can be applied.

 

Public Procurement Office is responsible for adapting the Central Procurement Information System for more convenient use, spreading of good practices, and making evidence-based decisions and also for building capacity of contracting authorities to perform GPP by national-wide consultations, guidelines, trainings and assistance, promotion of good practices as well as for strengthening cooperation with all market participants.
